If you turn the key but understand this, it's definitely your starter that has the problem. The dashboard lights that turn on without starting indicate that the car has power, so it is likely that this is a starting problem and not a battery problem. Without a properly functioning starter relay and engine, you won't be able to start the vehicle and you may need a trailer. If a quick start or touch doesn't work, you'll most likely have to tow the car and repair or replace the starter.
To connect batteries using jumper cables, inspect the positive and negative terminals of each vehicle's batteries and ensure that they are not corroded or loose.
